Dragonborn and Kobolds who have just completed a molting celebrate their Hatchling Day, a symbolic day of rebirth where they are considered a "hatchling for a day". On this day the dragonborn are encouraged to relax, exulting in their new newly-molted and tattoo-free scales, and "act young", cavorting, carousing, playing, and enjoy themselves without care for their duties and responsibilities.  

Rules Relaxed

Noble dragonborn typically spend this day in a spa town, enjoying beauty and leisure. Unless a peasant dragonborn can afford a trip to the spa town, they will instead spend their Hatchling Day at rest in their family or clan holdings. Regardless of where the Hatchling Day is spent, the normal rules of socializing do not apply. Hatchlings have no rank or social standing, and thus a Lord might drink and play games with a Commoner, with neither concerned about whom the other may be otherwise.  

Little Repercussion

Kobolds celebrating Hatchling Day are similarly free of rank or clan and family identity. This is often used as an opportunity to play pranks on other kobolds. So long as no harm or damage is caused, the recipients generally see these pranks as healthy fun. Particularly brave kobolds may attempt their pranks upon dragonborn, however their larger cousins are not always as forgiving of the Smallscales. Well-executed pranks, especially the more risky variety, are often the source of a newly-molted kobold's first deeds stained onto their new scales.
