Harbin Wester
Harbin is the Townmaster of Phandalin, duly appointed by the town charter by a lawful vote of the citizens. He manages the job board, with all the postings made by his own hand, and paid for by the town through him...actually under his door. Since the dragon has been spotted in the area, he has sequestered himself in his home Harbin Wester's Home.
So far the heroes find Harbin barely tolerable. They feel he is a spinless coward and a disgrace. They also think he may have been in league with the Red Cloaks who basically took over this town right under his nose.
Harbin has a half-brother, Tibor Wester who runs a loggers' camp on the river in Neverwinter Wood.
Duly appointed Townmaster of Phandalin. He's a large pompous man who is terrified of being eatn by a dragon. He's the man to see if you need work from the town.
