Erini Farshifters pool their wills to send an extremely large strikeforce to takes one Planar Containment Submind from the Peak for study, destroying the non-Sartovan presence there.
They use it it to restore the barriers between the planes. The Empire names them Seals of Erinion, claming them for their own, as they discovered new applications for it that the Quori did not attempt (or were wise enough not to). The 'newest' PCS is far from the Erinion Mindhunters in Qu'ara.
