The Dragon Elves

The Dragon Elves, so they are named, live exclusively in Doneicataru's Domain, a massive swamp to the southwest of the Bay of Evandyr. They claim to have been saved by the Great Wyrm Doneicataru, in the midst of the war between the Titans of Jhar'gorn and the Children of Avernus.
Theirs is a Mayan architecture and their civilization alien, ruled in modern times by spirit-counsel. The dead and the spirits of the ideas and forms throughout the land are called forth to cast judgement on the living and material forms, and this is the basis of all legal and judicial structure in their great city, said to be build by dragons in ancient history and filled with a hundred dragonhordes.
If you can find it in a jungle that actively shifts and moves and writhes like a living being.
