Minister Zaeed Al-Samaan
The Minister of Thasis is chosen by the sixteen Archdeacons of the Guardian's Watch, of among themselves. It is usually done so by what the city needs at that time. Perhaps they need crime to go down, so they choose the Archdeacon of Kolyrut, or they're building a new section of the city, so they choose the Archdeacon of Heivar.
Zaeed was formerly the Archdeacon of Heivar, and he has been in position as the Minister for 12 years. It is like this because of the spice trade requiring great infrastructure throughout Tharsis to be profitable, and because of Zaeed, it has been very for all sides.
