Remote, cold, and an altitude that make habitation risky at best.

Geography

At 17,000 ft, the plains average temperature is below freezing, the plains are covered in a thick layer of permafrost. If it ever rained, the ice would remain forever. But it never rains. Any moisture that would reach the steppe is block by the Tempestua mountains, and rained upon the dark forest below.

Fauna & Flora

There is very little fauna here, as its below freezing (duh). But there is some wildlife: Wolves, frost trolls, and the stray drake roam the plain looking for food and smaller prey to eat.
