Human Imperator

Sacred Imperator of all humans Aurial's followers by the divine will of Aurial The Father, or Human Imperator in short, is the official title of the supreme leader of the New Human Empire. It is a hereditary title that usually passes from the father to his firstborn son. Historically there are a few cases when other sons or even once a daughter were crowned as Imperators, respectively Imperatress. This, however, is more an exception than a rule. The Imperator represents secular power and acts as supreme commander in chief. The religious power is detached from him in favour of the Imperial High priest.  

Prerequests

A series of humiliating defeats forced members of The Free Coalition to seek closer cooperation and unification, trying to resist Restorationalists' aggression. Negotiations and talks raised the idea of forming a solitary state with unified and centralized command. Most members accepted the concept and gathered Constituent Assembly. There, among other matters, arose the question of who would serve as the Head of State and his or her responsibilities. The initial conception suggested a title, Emperor, very close to the Holy Emperor of the Great Empire, but this was dropped quickly. The first primary concern was such a title was too close to the Emperor in Exile, and the second was fear of concentrating too much power in the hands of a single person.  

Founding

The consuls and delegates had heated debates and argued for days before finally agreeing on a clear concept. They chose the dialect "Imperator" because of the very negative feeling and dark heritage the word "Emperor" had because of the Mad Emperor. When all votes passed, consuls ensured everything about the Imperator was scribed in detail in the Founding Book, then stamped and consecrated by the Holy Church.  

Duties, responsibilities and rights

The Human Imperator holds most of the secular and military powers. However, a bicameral Assembly can block his civil decisions, and Imperial Headquarters can dismiss military orders.
Civil:
  1. Imperator must always work for the interests of the Empire and its people, both inside and outside its borders.
  2. Imperator must accept or reject all laws and amendments the Assembly suggests.
    1. Accepted: He must hand-write, sign and stamp accepted ones, then send them across all the Empire and bring them to the knowledge of all the subjects and citizens.
    2. Rejected: Rejected laws must be returned to the Assembly with suggested corrections or a reason for the rejection.
  3. Imperator must suggest new laws, amendments and improvements to the existing ones.
  4. Imperator serves as supreme judge and must arbitrate in the most critical empire-wide cases. He has the @Imperial under his disposal for lesser ones.
    1. Imperial Court of Law is an independent executive and judiciary organization under the direct jurisdiction of the Imperator. It is not obligated to interact or cooperate with other law-connected organizations.
  5. Imperator can appoint a delegate to represent him and speak with his voice before the Assembly in a specific area - foreign politics, economics, internal affairs, etc.
    1. Imperator can recall the delegate at any given time and speak by himself.
    2. The Assembly can vote dismissal of the delegate. In this case, Imperator must nominate another representative or go by himself.

  1. Imperator must annually make check of the army and navy
  2. Imperator must promote and demote high army and navy officer depending of army or navy needs
