Provincial Administrator

Himse being the largest single unified state on Sanzeia both in terms of population and land area, is currently divided into 30 administrative provinces each one headed by a single Provincial Administrator. Each province is represented in government by at least one Councilor, but as they rarely leave the capital, Administrators are considered the true leaders of their respective provinces. Most often the position of Administrator is filled by a Sun Elven protegee of a councilor, a scion of a noble house, or someone of particular political or economic influence. Within Himse, it is rare, but no unheard of, for non-elves to fill political roles.

Appointment

In Enorei, Himse's capital, there is an entire social strata of political leaders, trainees, bureaucrat, and hangers on that form the basis of the nation's political elite. In general, Administrators are those with promise who are selected from this pool and given the opportunity to prove themselves on their way to a seat on the council. All appointments to Administrator are voted on and ratified by the High Council of Himse.

Duties

Administrators derive their appointment from the Himsean council as their representatives in distant edges of the Republic. They are expected to insure the safely and stability of their province while implementing directives from the council. They serve as the highest local legal and political figure, and are expected to deal with all minor issues locally and follow the council's guidance for major issues; a distinction that can be unclear.

Grounds for Removal/Dismissal

Administrators serve at he will of the council, and while a term as a administrator is nominally a decade in length, many are relived, reassigned, or promoted in a ever shifting current of political maneuvering. In general, provinces closer to the capital are more prestigious, while those on the edges of the republic are considered as roles for novice leaders or as punishments for those that displease the council.  Administrators who perform poorly are generally recalled to the capital and given other roles. Administrators are generally only removed from government service in cases of extreme scandal or imcompetence.

Cultural Significance

Most other cultures view a Himsean provincial administrator as the equivalent of a governor or a local lord, and while true on an overall sense, Administrators enjoy much less autonomy or security in their rolls as political leaders than their fellows. Humans particularly find elven politics frustratingly slow due to the delay in waiting for communication (usually accomplished through magical means) to and from the capital for even simple maters.
