Pelagus

Pelagus is the capital city of Homnia and the Imperium. Pelagus is governed by the Imperium, led by The Grand Inquisitor, Lord Dominus III.
  The location of Pelagus was strategically chosen following the Homnian revolution. It was far enough away from Gens while still having access to the ocean and trade. Homnia is not positioned well for trade with other nations, especially Renmen.
  Pelagus is a city that is well known for its architectural style. The city consists of different districts designed in concentric rings. Depending on the district, there is a specific build height maximum, with the outer districts having the lowest elevation and the inner districts having the highest. The reason for this was so that the nobles in the Nobility district, as well as those who reside in the castle ward, are able to see the ocean from their towers. Many citizens feel that this is to look down on the city and its inhabitants but the Minister of Defense, sir Einhart Corrum, insists that it is so the guard can view all sides of Pelagus and direct troops from the top of Pinnex Tower, Pelagus' tallest tower, in the event of an attack.
  The city experienced a series of non-human, primarily goblinkin, riots that lead to SanGhammia's revolution. These riots caused many to flee to the neighboring towns where the violence was less intense. Those who remained tell stories of themselves or their ancestors and the cruelty they faced at the hands of SanGhammia and her army on the day of The Massacre of Pelagus Square.
  Every year on the 11th day of Icing, known to many as the Feast of Fenwilk, goblinkin on The World Spire remember SanGhammia's triumph over the Imperium.
