Infrastructure
The wooded columned houses sink their stilts deep into the mud. Houses have holes in the middle, where nets drag against the rivers movement so that fishermen don't even have to leave home.

The Salt Grog Brewery, the Axe and Snacks tavern, the Fishmonger's Market, Upriver Cornerclub. Mayor's Mannor.
Guilds and Factions
Besides the government, the Rivermen Guild allegedly operate out of Upriver Cornerclub. The Fisher King runs the market and keeps the market's price in check. Together, they can handle most things trade, protection and fear.
History
So it was once Stilt Bridge, then a bunch of bandits posted up in the middle. Then a group of adventurers came through from nearby Jahulo's Rest, took out the bandits and decided to "defend" the bridge themselves. They eventually began fishing, built a hut, two, three and Stilton just built out from there.
