Moon Elven
Elves of the moon elven culture can almost be said to have no culture of their own at all, because moon elves are the elves who have most assimilated into the nations that have arisen since their own fell. Unlike the elves of the High Elven and Wood-Elven cultures, who largely seperate themselves from other non-elven cultures, moon elves embrace the new and the changing, and happily live amongst men (and other races to a certain degree), adopting many aspects of the cultures they live in.
Despite this however, there are some things which still make it appropraite to talk of a moon elven culture. The first is that despite everything else, moon elves are still elves, and live for many, many lifespans of most other races. This means that there are common cultural issues that they face because of their long lives, in common with other elves, and in common with other elves, they have similar solutions to them, which set them apart from the cultures they dwell in. It also of course means that they often live though multiple human cultures within their lifespan - the human culture almost becomes like a set of clothes, to be put on, and then taken off when it has become unfashionable. Whereas humans find cultural change difficult to cope with, moon elves have to handle it all the time, and as a result can't make these human cultures as much part of their identity as humans do. Instead, the moon-elf culture is the unchanging culture that forms their identity. To outsiders, moon-elves are effectively always playing a role, which is something that humans can sense, and which gives rise to the human view of elves as being flightly, frivolous and untrustworthy.
Unlike other elves, moon elves have no issue with interbreeding with humans and regard half-elves as being equals, except for the regret that, like their human friends, the aquaintance will be all too brief.
While moon-elves may rise to positions of power and influence, they are very conscious of history, and therefore there is a deep cultural impulse towards self-denial and making sure that they pass through such roles in human lifespans. For this reason, moon-elves are also frequently (to them) on the move - they will rarely stay in a single location or position for more than ffity or sixty years.
