The Underground at the Broken Oar Tavern [WASC2020]

The Broken Oar pub is located in the harbor district of the capital city of the Louvre on. It is owned by Remi, a popular tavern older who specializes in helping sailors recover after long voyages on the sea. The fact that he gets paid well in gold to help them is just a side benefit.
Unknown to the leadership of ill Davon, currently the Council of Marquis, the broken or is the headquarters of "the underground" the underground is a pro liberty organization who is rebelling against the nearly dictatorial grip that the Council of Marquis has placed upon the island nation of ill do wrong.
The underground, led by Alexander noir, was established many decades after the fall of the royal house of ill Davon. Roughly in the year 723 CE. Alexander is not the first leader of the underground but is the current leader at the time that the sleeping curse broke on ill Davon.
This all began in the year 632 CE when the evil Faye, follow months, cursed the daughter of the king and queen of ill Davon that when the young princess reached the age of maturity she would prick her finger on a spindle and then be cursed to die. The curse was modified but not removed by a member of the ferry council and all of the people within the castle of ill Davon at the time she falls asleep would also share in the curse.
When the curse felt this caused a great power vacuum within the kingdom. The marquees or other noble households, use this opportunity to seize control and form the Council of Marquis. They often did not have the best interests of the island nation in their plans. They were especially harsh on the matters of business, guilds, and international trade. This was very upsetting to the merchants and the shipping captains who made their livelihood transporting goods to the island.
The underground formed as sea captains complained about the draconian processes of the Council of Marquis while sharing tankards of ale within the broken oar pub. This pub became the unofficial location where the rebellion began. In the multiple decades of the underground's operations, it has never risen to the level of open bloodshed. There rebellion is in the form of trying to circumvent the rules and regulations established by the Council of Marquis. Mostly in forgeries, altered manifests, and smuggling to avoid the tariffs and levies imposed upon goods that were brought in to the country.
When the sleeping curse broke, and the royal family woke up, the underground found itself in a unique third wheel position between the royal family and the Council of Marquis. As 1/3 party to the main struggle, they may hold the key in the determining who will prevail in the leadership of the country.
Another prominent member of the underground is Henry Bernard. The barmaid at the broken or, named Rose, is principally responsible for ensuring that the underground is not discovered by those who try to infiltrate their secret meetings. She is the undergrounds bouncer and security guard.
Remi, the owner of the broken or, does not involve himself in the dealings of the underground but is happy to profit off of all of the drinks and money that is exchanged underneath the table in exchange for a place for them to conduct their business.
The broken or does not attract the finer elements of society. Remi and Rose intentionally maintain the image of being a lower-class drinking hole where sailors and other ruffians choose to pet spend their shore leave. This ensures that the events that happen in the broken or are not witnessed by a innocent citizens of the town. And they do attempt to stay respectful enough that they do not draw too much attention from the local towns guard who are controlled by the Council of Marquis.
