Elven Magocracy

Ruled over by a Circle of Six leaders each who hold a magic artifact of immense power called a Weiltborn or wielder in old Elf tongue. Once a Weiltborn passes the artifact chooses it's next holder who is worthy to rule over the Elf lands. After the ended the magocracy agreed to submit to human governorship with the Weiltborn answering only to the governors and those of higher rank within the Republic of Man.

Structure

Each of the six largest cities of elves is ruled over by one of the weiltborn who in turn are forced to answer to the Republic of Man and their governors. Below the weiltborn are the various advisers tasked with assisting the weiltborn in their management of the main elven cities. Depending on the city these courtiers have varying power with some claiming more power than others due to the inexperience and naivety of the weiltborn. Beneath the advisors are courtiers who assist the advisers in any way they can, be it counting taxes to cleaning and cooking for the advisers and or the weiltborn.   Beyond the Weiltborn's circle each city has various guilds based on a multitude of trades that represent their interests to the weiltborn's circle in hopes of improving the city as well as their own profits. Led by guild masters the guilds have become a power unto themselves on par with the weiltborn's advisers due to their closeness with the population. While not as antagonistic or power hungry as the human guilds, those of the   There are several families that have had multiple weiltborn arise from their ranks allowing these lines to grow in wealth and influence. These families are able to influence the city either as merchant princes with large sums of wealth or as cunning manipulators instilling themselves in the various high standing positions within the courts of law, finance, and faith.

Assets

The Six Artifacts have an intelligence that is rarely awakened save for when choosing the next heir. Instead each artifact grows and changed with the weiltborn as the two forge a connection with each other. In time some weapons will awaken and advise their host but few weiltborn are ever able to do so.   Traeliorn the Cavalier: a sword of light that is said to be harder than diamond and sharp enough to cut stone.
Ornthalas the Dragoon: a spear that is said to control flames as hot as a dragons breath.
Nieven the Hunter: a bow that crafts arrows from the very air so they may glide upon currents from afar and strike their foe.
Venali the Strider: a trident that can turn the very ground as volatile as the sea as it shakes the earth.
Ashryn the Sage: Least combative of weapons the staff instead confers prowess in the arcane.
Siora the Dancer: the most capricious of all weapons a whip that strikes both body and soul while the physical scars may heal the psychic damage may never.   The whispers of a seventh artifact are true, the hidden artifact is Dunnal the assassin. A dagger seemingly wrought out of obsidian with a bone white handle the Weiltborn of Dunnal is the spymaster and secret enforcer of the Weiltborn. Only the Weiltborn and a select few know of Dunnal as the weapon is the elves greatest secret. To this end Dunnal and it's host stick to the shadows were the magic of the blade hides it's barer or cloaks them in illusion. The current Weiltborn is Duod Protesh an aging killer who is nearing his final years before he becomes too old to effectively wield Dunnal.

History

It was the elves who were blamed for starting the Breed War that nearly wiped out all mortal life from the world. Considered a weaker and lesser species the elves fought on both sides of the war as they desperately sought acceptance. It was not until the first Archfey was killed by an elf that the mortal races believe they had a chance to win. The first to fall was the Shaper, archfey of the forge and crafter of magic weapons had cruelly bound the souls of elves into swords and forced their families to wield them in battle. Having angered a great many among the elves who tried to appease the archfey through proving themselves eventually the elves rose up to overthrow their master. Using their master's own blade of cold iron against him they slew the archfey and claimed his forge for the mortal races. After this battle most of the elves fought of fled their masters with mixed results but by then the fey had been struck a heavy blow as word spread these immortal beings were not unavailable. Throughout the war only seven of Shaper's weapons survived, their magic and power helping the mortal races decide a great many battles. By the end the seven wielders were asked to rule over the elves as they had no formal government. Six of the seven agreed and those became the first weiltborn of the elven nation. In time even elves grew old and die but before doing so the first of the weiltborn declared the sacred artefact itself would choose a successor and when Siora died her whip passed to Althrd who named the whip Siora the Dancer. And so it coninued for each rules of the six lands of the elves with their owner passing and a new wielder who named their weapon after the first among them.   For generations the six lands of elves continued to grow and prosper though significantly slower than humanity. For the first time since the archfey the various elven nations banded together and attempted to check humanities rampant expansion. Together with the dwarves and other breeds they fought humanity in the . For a time it seemed as if the elves and dwarves would win but when the halfling betrayal was exposed several significant battles were quickly lost in succession. It soon became obvious humanity would win and the Weiltborn gathered together to surrender. The Republic of Man had won but had spared their foes and granted them some autonomy. Some still fought in small pockets of resistance while others fled seeking new opportunities across the sea but the majority of elves accepted defeat and began rebuilding and slowly healing the scars of war.   It was in part being under the rule of the Republic and the war that brought the six nations of elves together making them closer than ever before. Now the elves were every much one in identity if not of one mind, while they paid reparations to the humans the war had brough everyone closer together, now closely allied with the dwarves and halflings the elves grew much faster with the aid of their new allies. And for a time all was well, until the Reclamation stuck. Born originally from those who still resisted unchecked human expansion the Reclamation struck the Elven Magocracy as well claiming the Weiltborn to have betrayed the elven race. The forces of the Reclamation have struck at human, dwarf, and elf cities and towns holding all responsible for the failure of the Expansion war, today the Allied Nations of Elves work together along side human and dwarf against a greater threat.  

Law

While under the control of the Republic of Mankind the Elven Magocracy follows the rule of man but they are also allowed to add any other rule so long as it does not conflict with the rule of man. The legislative body of Wisemen who are elected by the Weiltborn to oversee all legal conflicts. These Wisemen can be an elf of any age or gender and are given the job to create and enforce any laws though the Weiltborn can overturn a law should they deem fit. To assist them in enforcing the law Elven Speakers are hired by the Wisemen to enforce the laws, investigate crimes, and bring their cases to the Wisemen for judgement.
