The Covenant of the Witches
Witch-Queen Baba Yaga draws her power from the Covenenant of the Witches, a treaty between her and the first hag witches where, even if witches and hags have individual patrons, they also all contractually belong to her. She has a tapestry in her Dancing Hut that documents all of the witches and covens across Ruslavia. Whenever a witch accepts a patron or joins a coven, it is woven into the tapestry.
