Emerald Champion

The Will of Heaven, Enforced.

The Emerald Champion is the highest badge of office in Rokugan: the Emperor's personal champion, commander of the Imperial Legions, and most senior magistrate of Rokugan. He was the chief enforcer of the Emperor's law and therefore also its chief tax collector, overseeing the ministries of the Imperial bureaucracy as the Emperor's chief administrator.

Emerald Champions were selected thorugh a contest, the Emerald Tournament. Kakita was the first Emerald Champion. When Hantei the Third decided to appoint an acting Emerald Champion, the incumbent committed seppuku in protest.
