The Chiefs of Western Roc

The Chiefs of West Roc are the supreme authority that rules over the western portion of The Roc. They're all comprised of retired combat veterans who have lived past the age of 30, an age that is rarely reached by any of the denizens of the district. From there, they are voted on by existing members to see if they can join. The Chiefs have made it so there is only an odd number of seats within the group, retiring or stepping down when necessary to maintain this rule. Usually, the member with the longest legacy is forced to step down.   The Chiefs rule the military state with an iron fist, imposing rules and laws upon the citizens that keep them in check. While many secretly despise the Chiefs and their overall handling of the subdistrict, they put up with it as overthrowing them would divert the attention away from the war.

Structure

The Chiefs are a collective who rule over the entirety of the western area of The Roc. Among themselves, they are all equal. When creating laws or rules the all vote as a collective. There are no tie-breakers, as the total number of chiefs is always an odd number.

Public Agenda

The goal of the Chiefs is the maintain order throughout the western area of The Roc and maintain total control over the denizens. They see the easterners as too loose when it comes to their regulations, seeing it more of anarchy. Their rigid sense of order is done mostly in fear, however, as they know without control, they would become more like their eastern counterparts. Thus curfew laws and ordinance laws are used to "bullpen" the citizens and restrict them.

Assets

The Chiefs control all of the major assets owned by the West Roc subdistrict; including all the soldiers, weapons, outposts, and funds. They are incredibly wealthy as a result, but much of that is diverted to help keep funding the war.

History

When the de facto subdistricts were conceived, the leader of the first western Roc faction established a council to help him in making decisions throughout the war. When he died, the council struggled over who to choose to replace them but never came to a clear consensus. As such, the council transformed themselves into the Group of Joint Chiefs who would rule over West Roc collectively.
