In a world full of vipers and devils, there's little time for someone to go and have a stiff drink or get loose. And while I completely respect a world where you're fighting tooth-and-nail over some radioactive tin cans, there are much better ways to spend your time. That, I guess, is where I come in. All I want to do is make sure everyone has what they want, even if it costs a little bit extra on the side.
But, now that the unpleasantries are out of the way, you can either cough up the barter or we're going to have a bit of a problem here.

Personal history
Roxxanne was born to a prostitute and drug dealer from Pitts South. It wasn't a happy beginning, unfortunately, as upon her birth, the parents decided to pack up and leave the hell they were living in. It only made sense to get to a place as far away from where they currently were as possible. They eventually, they found a home in Ron Dequois. Compared to their past, it was a paradise. They all learned to work a trade and keep their world okay.
But, all was not great in their little world.
Her father disappeared when she was only about 4 years old, leaving her and her mother to fend for themselves. But, that meant they had less to eat, wear, and much more to do in order to keep up their "fair share" of work. It wasn't long before Roxxanne's mother fell ill and passed away, leaving Roxxanne all alone to fend for herself.
She had no home for quite sometime and grew to resent Ron Dequios. She would hold in on herself and keep away from others, watching as the world around her passed and she grew up. She learned how to fend for herself and found a way to steal what she could to survive and make a quick buck along the way. It was a talent for her and one she wished to exploit.
Employment
Roxxanne runs her own little "drug den" called the Silver Stream. It's run by pretty much herself and only herself. The only kind of experience she has for running her place is from what she has learned on the job. It's not much, but it's the best she could do to raise herself up.
The biggest perk of the place is that the river silences any screams or gunshots that happen in the establishment. She rents out rooms to people for whatever business they would like. As long as they pay, it's none of her concern.
Mental Trauma
Due to the loss of her parents and her home at an early age, she has a lot of problems connecting with other people. She is super apathetic because of this. She watches people go in and out of her establishment and knows that they are there to kill or get killed and all she cares about in the long run is if there’s a paycheck for her at the end of it.
Intellectual Characteristics
She's read a book or two and has trained herself to sound a bit more educated in hopes of acting like she knows what she's doing. She's not too bright, but she does her best to know her trade and that of those around her.

Any and all family she would know of is dead somewhere. Or, in the very least, dead to her.
Wealth & Financial state
Roxxanne has a habit of using any barter that's given to her. She runs her den in a place where it isn't as common, so she has all kinds of "wealth" about her place. It never really ends up staying for too long, though, since she spends it on herself most days and if she doesn't, then she hides it away so nobody ever thinks she's doing too well.
