Gilman

Gilman has gills, man. He is a hulking behemoth of a man, built like a tank and ripped to the core, but his defining feature are the six thin slits on either side of his neck. This extreme body modification gives him the ability to filter out the psychoactive fog present in Maplehood, and he walks the streets freely.
Gilman is something of a freelancer, preferring the title "Reclamation Agent", and he mostly works with the gangs in the area. For a reasonable fee, he'll roam the streets of Maplehood and sort out your gang's conflicts regarding stolen property. And at 6' 10", people know not to mess with him.
He carries a huge club made of a composite of wood, concrete, and bones, most prominently a human skull on the end. If that doesn't say, "give me back the stuff you know you stole", no one's really sure what will.
