Frontier
Some people are crazy enough to stay in Get High Falls after breaking free of its infamous gas. Others ride the border between truly insane and brilliant, though, and find themselves at the Frontier. Sitting near the border that separates Infinite Loop and Get High Falls, it's home to a group that claims to be conducting copious amounts of "research", known as the Radwinks. They tote themselves as the "frontier of knowledge and science in a lost world". Their areas of expertise range from the manufacturing of gas masks (the only way foolproof way to avoid the vapors), to the maelstrom on the other side of the border, to the collection of Get High Falls' fog. They dedicate themselves to pursuing knowledge while the rest of the world is simply trying to make it until the next day. You must truly have lost your mind to have any kind of aspirations besides survival in this hellscape of a world.
Luckily for them, the Frontier provides a lot of the necessities the rest of the world lacks. When the first Radwinks arrived to the Frontier, they found a surprising amount of cooking equipment, and contraptions that seemed to have the sole purpose of dispensing fluids. After weeks of tinkering, they were able to repair the cooking equipment, establishing the Frontier as one of the most advanced areas in the Rocpocalypse. Having a stable source of water, however, is more of a challenge. The Radwinks have continually worked on a filtration system to process the fog back into drinking water and through the fluid dispensers, but have yet to complete it. Instead they send members to retrieve untainted water from the river while they continue their (some would consider feeble) task. An unfortunate number of groups return with fewer members than they left with.
The entire operation is run by the same members that first established the Radwinks, now known as The Big Three. They oversee the entire group from high above the field, making the hard decisions as a team. They are well liked, even if a little distant from the others, by the rest of the Radwinks. The eldest is known for his love of getting his hands dirty, and will come down to the field to work directly with other Radwinks. He has become a mentor to a number of newer or younger Radwinks. The second is known for her cold looks and serious demeanor. She handles discipline and order within the organization, believing that this is the only way they will be able to achieve their goals in an otherwise unlawful land. The final member doesn't know crap about technology, but instead makes himself useful through negotiations and conducting trades. He exudes an air of confidence while conducting business, but is quite sheepish outside of these talks.
The Frontier receives few visitors. Most are (rightfully) afraid to venture in the area between two of the deadliest regions on the map. People that do find themselves at the Frontier, though, are either specifically interested in joining the crew or are looking for goods. Gangs have also taken an interest in the Radwinks, but not to control them or usurp them from their position. They instead create alliances, providing whatever the Radwinks ask for (usually protection) in exchange for coveted cooked food and gas masks. The Radwinks are much more valuable to them alive, since they know how to use all the technology the Frontier holds. Killing them would be almost as idiotic as crossing the border into the InLoop.
