With no central authority, communities of evil humanoids take space where they can. Every settlement is a seething morass of alliances, truces, and feuds. Ogres and hill giants are frequently hired as extra muscle by various orc tribes. Hobgoblin warbands from the south regularly test the defences of the orcs.
