The Truce of the Five Barbs

Background

The Five Barbs of Relvark is home to numerous gangs and illicit organizations. Prior to the arrival of the Elector Counts of Bicwide conflict between criminal organizations was minimal and regimented. Following a doctrine of law established long ago, the many gangs of Relvark were able to parcel out their own sections of the city without causing disturbance or issue to the rest of the populace. After the conquest of Relvark by Bicwide forces the old method of gang warfare ended. A period of turbulent violence rocked Relvark as more peoples and gangs began entering the city. Coming to a head at the Mud Row Riot, the leaders of the gangs of the Five Barbs came together to establish a new law governing conflict between gangs. The result of their efforts has been commonly called "The Truce".  

The Truce

The Truce is a binding oath of peace upheld by each of the major gangs of Relvark. Following this pact, the gangs of the Barbs are bound to control and manage their conflict within their district and with one another according to agreed upon precedent. The exact terms of The Truce are only known to the leaders of the Five Barbs, but general knowledge holds the below precedents to be central tenants of the agreement:   1) Stick to your own turf unless invited   2) No casting spells or using magic in another gang's turf   While not legally binding in any court of Relvark, the precedents and traditions set by the Truce are of utmost importance to all gangs of Relvark.  So important is the Truce to the Barbs that leaders of gangs will preemptively punish members who violate or transgress the Truce.  These actions are often taken to appease the other leaders and avoid another period of turmoil in the Barbs.
