Eothane of Campolea

Eothane of Campolea is the Vizier of Campolea. A member of the Council of Five, he is nominally responsible for the well-running of the Western Empire. His seat of power is at the city of Eathshar, largest of the remaining Great Cities of Campolea.
Eothane, being the closest of the Viziers geographically to Reddale is the best known of the Imperial Ruling Council to the former imperial subjects dwelling in Sanctuary. So far as the Sanctuarites are concerned he's a fool, but a useful one. In his endless jockeying for power against his fellow Viziers, he seems to care only about the Great Cities and their immediate surrounds. This means the vast open areas of Campolea provide ample opportunities for a enterprising "Lad of the Highways" to provide for himself. That is, if the highwayman is able to find a decent way to hide in all the damn open grasslands!
