City Elves

City elves aren't much of an ethnic group on their own. The term describes those elves not part of the distinct Silhana or Devkarin cultures. They are members of guilds other than the Conclave and the Swarm, or they belong to other subcultures within those guilds, or they are guildless.
The term isn't itself derogatory, but it inherently identifies a group of people by what they are not. Most city elves will first tell you their guild affiliation or profession before acknowledging they are not a member of the Silhana or Devkarin.
