Overview
This is an
optional set of rules to replace the 5e proficiency system. A Rakvalinor character may use either the normal proficiency system or the skill point system described here. This system is more complicated but characters using it will end up with higher skill bonuses than characters using the normal proficiency system.
Skill Points
5e skills no longer get a proficiency bonus like normal. Instead, each skill has a number of skill points invested in it by the character, with each skill point giving a +1 to ability checks using that skill.
Initial Skill Points
As a fifth level starting character in Rakvalinor, each skill and tool you would have proficiency in due to your character's background, class, race, etc instead gets an initial investment of 3 skill points.
Gaining Skill Points
When you reach level 6 and each level thereafter, you get a number of skill points based on your class, which you may invest in one or more skills of your choice.

Skill Point Maximum
The maximum number of skill points you can invest in a single skill or tool is equal to 3 + half your character level.

The Rule of Three
If a rule asks if you are proficient in a skill or tool, you are considered proficient if you have at least three (3) skill points invested in it.
D&D Beyond
To simulate skill points with a character stored on D&D Beyond requires using some of the customization features.
Skill Points on D&D Beyond
To assign skill points, click on the skill in your character sheet, click the
Customize header to open the customization options, and put the total bonus you get from skill points into the
Misc Bonus input.
Make sure to ALSO set the proficiency override to Not Proficient, even if you have 3+ skill points in that skill.
Tool Proficiencies on D&D Beyond
Each tool proficiency receives skill points in the same way as other skills.
To add skill points to tool proficiencies on D&D Beyond, you can open the All Skills panel and add a custom skill, which you can customize in the same way.
Specific Class Features
Expertise
Whenever a rogue or bard chooses a skill for their Expertise class feature, they get a permanent +3 bonus to skill checks using that skill, instead of the normal bonus.
Jack of All Trades
Bard characters' Jack of All Trades feature is replaced with this:
When making a skill check, if your skill points are equal to or less than half your character level, you may roll your current Bardic Inspiration die and add half of the result to the skill check result.
Suddenly Gaining Proficiency
If a class feature causes you to gain proficiency in a new skill as a result of levelling up or taking a feat, roll
1d4+2 . If the result is higher than your current investment of skill points in that skill, you gain skill points to reach the roll result.
