5e Character Background Ideas
Player characters should not be natives from Rakvalinor: a big part of the fun is exploring the unknown. A character from any material plane with elves could potentially sail "West" and reach Rakvalinor, but the following are some suggestions:

The comparatively peaceful Kron Hills, adjacent to the Faerie Kingdom of Celene
The wealthy Kingdom of the Iron Hills
The scattered clans of the Lortmil Mountains, adjacent to the Faerie Kingdom of Celene
The Orcish Empire of the Pomarj is far from defeated, but the empire has been rebuffed in recent campaigns against its neighbors in Celene and Lortmil, and many ambitious orcs have gone looking for glory elsewhere.
The Empire of Iuz produces many tieflings, but the strict religious hierarchy of Iuz is not a pleasant place, and those who have an opportunity to escape generally take it.
The secretive elven nation of Kyonin
The Ekujae elves of the wild Mwangi Expanse
The gnomish city of Brastlewark is located within the borders of the Empire of Cheliax.
The city of Highhelm in the Five Kings Mountains was built on the surface where the dwarves first saw sunlight, when they migrated from their home deep in the Darklands, during the Quest For Sky.
