The Legend of the Lawgivers

During the Age of Law, centuries gone, the rule of law was handled by 13 traveling souls, known as the lawgivers. Their concern was not what was the law, but what was right and wrong, often remaking the local law in their wake.   This brought a great deal of hostility from the ruling powers, but they were unable to end the organization, try as they did.  In fact many times the nobles found that they themselves needed the services of the lawgivers to settle disputes.  Those services came without an overt fee, but it also stood to reinforce the need to have them continue to roam the land.  In a sense the cost was that the nobles would allow them to continue.    The lawgivers aged slowly, but when they reached their end, they would find a new bearer of their symbol of office and pass on their knowledge to the next. Each seat of the council carried a specific weapon, marking the line of those who had walked the path.    In the end, two lawgivers fell in love with each other and bore a child, which was forbidden. The trust was shattered and the lawgivers faded into history, no longer walking the earth, bringing a new age into the world.

Historical Basis

While none of the actual symbols of office have ever been recovered nor the bodies any office holders, there are numerous contemporary records of a mundane nature that support their existance, including inn receipts, town records and some paintings.
