The Great Council

The Great Council is a representative from each major empire, kingdom, and city, of R'Ellanthas. A gathering of those once subservient to the elves, coming together to discuss the politics of the world and to ensure that the dominance of the elves never happens again. Being a representative is a honour unmatched and they carry absolute authority where ever they go, reporting directly to the leaders of each major faction.
After the Ending War the leaders of the subservient races created and signed The Pact of Il'Mondum. Signed by all, except the dwarves, it laid out the rights of each race and all societies, current and yet to be, to be equals and to have equal say within the world. Two organisations were created to act freely and independently of all other government to maintain this Pact. The Guardians of Il'Mondum and The Arcandor Academy. One to prevent the artifacts of old corrupting the people, and protect the council and the other to bring the mages of the world under one banner and out of the control of any king/emperor/government.
