Personal history
Chet himself would not ferry mortals from the material plane to Kiep Sau, but rather would send one of his deva to help individuals make the transition. Know as "Death Shepherds", these divine creatures could cross between the planes and guide souls to Chet before being sent to their final resting place. There are seven of these Death Shepherds and each one has their own unique personality and free will. They are always loyal to Chet, but how they present that loyalty varies.
Ebirk Sathach's Recollection By his nature, Chet demanded respect. It was an honor for one’s remains to be carried to Kiep Sau by one of his death shepherds and strict guidelines needed to be adhered to. The Giao Dieu was the dogma Chet judged the living, and its first decree is “Faith is Eternal.” The interpretation of this decree was that one must follow the creed of one of the Menagerie lest be left to behind to rot in Phan Ra’s talon. His clerics may have known the dogma to Kiep Sau, but their methods of guiding others was less than impeccable. Growing up, my home had a high priest of Chet. He demined any who he felt even put a toe out of line, claiming it was in his faith to do so. It was quite scandal when he passed; no shepherd ever came to ferry him and vultures swarmed from miles to pick at his bones.
