Lilitu was created to have undying fidelity towards her Mother Goddess. Since the Unnamed Goddess of War was the personification of war she was loyal to her above all else. However, when the wars ended and all of the other Upper Celestials were slain the Goddess lost her purpose and the favor of her children. This left both the Goddess and the Angels at odds and only an Upper Celestial can challenge the might of the entire Angel army and only the angels could be a challenge for the Goddess. This led them to scheme against each other.
