The The Western Garrison is not just a Fort on the Wall.
It is a city in its own right - and one of the larger cities in Lenayn. Elves, by nature, tend to want to remain in smaller settlements... but the Western Garrison was always meant to be the welcoming show of strength for Lenayn prior to the Wasting.
After the Wasting it became the central base for holding Lenayn against the darkness brought by the Demon King and his Dragon.
While the Garrison is obviously run by and centered around militaristic purpose - the Garrison is home to many civilians. Blacksmiths, Alchemists, Herbalists, Trade Markets - all of these and more thrive in the Garrison knowing that they are surrounded by the greatest of warriors the world of Prijeba has to offer.
They are also aware that if Lenayn should fall, they would be amongst the first. Some take heart in this - after all if they are among the first they will not suffer as much as those in the South. If the Garrison should fall, there is no hope.

Government
The Council of the Garrison is made up of four commanders, a representative of the Civilians, and the High Priestess of Elenwen (or one of her Chosen).
Defences
Siege Weaponry sits on the walls, should a large push ever be made from the Wastes. The walls are made of Reinforced Marble and Blessed Steel. There are Archery Windows placed throughout the walls.
Infrastructure
The Garrison has running water, operated by magic. That being said - there are still aqueducts for waste dumping and cleansing, keeping the streets fairly clean.
The Garrison holds a Temple, a School of Magic, a School of War, and a Research Office.

History
The Garrison was originally planned as a warning against aggression and a welcoming center for Kin who wished to visit Lenayn. After the Wasting it became the central point of defense for the Refugees and all of Lenayn.
