The Eastern Federation of Nations
- Each nation governs itself, representatives are sent to decide on matters that affect all nations
- There is almost never a consensus among these representatives
- Nations have widely varying interests, but have the following in common:
- Do not want to become part of The Divine Empire of Larostria-
- Military Alliance
- Causes internal tension as some nations, typically closer to the Empire, contribute more than others
- Non-aggression Pact
- Causes internal tension as only “exterior” nations have room to expand, some members have ambitions to rule
- Much greater freedoms in general, most member city-states have less law-enforcement outside of their capitals
- Posses are common in the countryside to enforce laws & Justice
- Generally a “Wild-west” feel to this area in terms of law enforcement
- More vulnerable to gangs
- People can generally find a place where they can live as they choose to
- The average citizen is less formally educated but more capable of defending themselves
- Wider acceptance of “Less Civilized” races overall
Federation Vs. Local Government
The Federation has limited control over the specifics of what each City-State within it's borders actually does. Officially, the Federation is held together by a treaty, the most notable clause of which is a defensive alliance, where each city state pledges to defend any other from invasion. There is a complicated network of other alliances within the Federation, as some city-states have complete military alliances, and some have strained relations or are reluctant to commit fully to a conflict, usually due to fear of other threats. The Federation also has a particularly strong trade clause that allows for trade to flourish, though the need for caravan guards to protect trade routes is constantly outpacing supply. The final major component of the federation is that of immigration. Moving between city-states and their territories is permitted, and the cost of doing so is relatively affordable. This allows citizens to live in places that align with their needs and values, and reduces civil unrest, and also creates competition between city-states to be hospitable and fair. Instead of the complicated papers needed for everything in the The Divine Empire of Larostria, travelers do not require identification, and citizens merely need a small plaque that has their name, and the seal of their city-state on it. As with trade, the biggest barrier to migration is being able to defend oneself. Officially, each city state has a representative or "Seat" in The Circle of the Federation, the ruling body of the federation. The Seats each have multiple advisors and retain various methods of communications with their home cities. The Circle rarely makes sweeping changes, but exists as a way to enforce the Federation treaty, and serves to command the joint military force. Thus far, there is no official leader of the Circle, and most decisions are made by vote, during which there are frequently bribes, side deals and coercion to among the Seats.Freedom & Lawlessness
With the level of disconnect between the City-States and the liberties given to the area as a whole, there is a large degree of personal freedom to be had in the Federation, if you know the places that allow what you want or if you don't mind doing it a day's journey away from a large town. This also results in lawlessness and a dangerous countryside, even more so since the Plague halved the population.
