The Divine Empire of Larostria

- Weapons permit, Magic permit, school license, temple permits, bounty hunter license, priest's license, Dangerous Pet Registration, etc.
- Some towns and all cities will have a government building to get most forms of licensing completed.
- Most cities, towns & villages will be suspicious of people without papers to various degrees.
- Forgeries of "Papers" run rampant.
- “Undesirables” of all stripes are secretive, (use codes, vetting processes, etc.)
- Discovered evidence of the Divine War Calamity, and has since done everything in it's power to prevent the rise of corrupting forces that would force the gods to take direct action.
History
The Divine Empire of Larostria is guided by the belief that if there is too much corruption in the world, the Gods will step in to purge it, to prevent it from falling under the control of evil gods, arch devils, or other sinister forces. This isn't merely misguided superstition, as roughly 200 years ago, The king of the then-small country of Larostria discovered evidence of the Divine War, the cause of the most recent Calamity. This led him to reform his country, and declared himself the Hierophant King. From that point on, he professed to his neighboring countries that their ways were open to corruption, and they must surrender to his cause to save Prakaethion from the gods wrath. When they inevitably declined, he conquered them by force. Through his strategy of unifying culture and allowing those willing to submit to retain power, along with investing heavily into internal policing and investigation, rebellions were kept to a minimum and the campaign progressed quickly across northwestern Aegora. The campaign slowed heavily as they came to geographic barriers, and then ground to a halt when the Great Plague struck 50 years ago. The Great Plague cut through the citizenry, military and even the leadership of the country, just as it did all across the world. The fighting ceased, as the forces were recalled to regroup. When the true extent of the damage was discovered, The remnants of the military was split between border guard duty and interior policing, until the population recovered, and they could be sure that corrupting forces were prevented from spawning in the Plague's wake.Unity & Purity
Above all else, Larostria values Unity and Purity. All people within it's borders should be unified in purpose, culture and goal, and they should not tolerate corruption in it's many forms. As such, all business is to be conducted in Common, everything is licensed and all Larostrians are expected to worship Larost and his pantheon, pay homage to the Hierophant-King and participate in national holidays and celebrations. News is spread through official channels to further unify the country. Corruption is widely defined and includes everything from Devil worship to researching forbidden history or magic to necromancy, to common crime. As a result, there is more order, and people are safer, but the law can also be used as a tool of harassment and personal liberties are limited. A large degree of this control has been lost in the wake of the Plague, but it is still a comparatively more restrictive but safer country, so long as you abide its laws and customs.
