ESWAT

Enhanced Special Weapons and Tactics (ESWAT) are a newly created team within the Millennium City Police Department.  They consist of several Powered Individuals whose identities aren't public knowledge who are tasked with responding to serious crimes that have a Powered Individual as the perpetrator.  They work in exactly the same way as a regular SWAT team but their equipment is more high-tech and they are also licensed to use their powers legally should they be required to deal with a given situation.
