Civilian Accreditation of Disaster Relief and Enforcement
The CADRE is the collective name to those Powered Individuals who have taken and passed the rigorous training to gain their Civilian Accreditation of Disaster Relief and Enforcement.
Their slogan, "Wherever, Whenever, We will stand against the Tide." is a direct reference to the Tsunami that, without the intervention of Heroes from across the United Principalities, would have wiped the island of Hawai'i off the map.
Like Doctors Without Borders, the CADRE are often put into the most dire of situations in order to assist in whatever way their powers allow. Powered selection for a mission is based on the skill and/or power set required for the task at hand. They are worldwide, though their start was in the United Principalities, where a large group of heroes (and some villains) decided to band together, working with Law Enforcement and other Emergency and Government organisations to try to stem the growing tide of Bad Things Happening.
Public Agenda
The main focus of CADRE is disaster relief and intervention in confrontations where the local law enforcement may not have the means to cope (not all cities have ESWAT.)
History
Formed in the period between series 2 and series 3, The CADRE grew quite qwuickly as many Heroes saw this as a way to legitimately help (or be seen to be).
