Because of the wide variety of species in Volisle, a representative from each cluster of avians within the country gather every morning to discuss matters at hand. This gathering of representatives is called the Dawn Chorus.
The Dawn Chorus meets at dawn each morning to have a prayer to the sky to the individual beliefs of each member of the dawn chorus. Because this prayer is usually done in Auran or Celestial, depending on the individual beliefs, this morning prayer sounds similar to the squaking of birds from afar.
After the morning prayer, the Dawn Chorus discusses the matters of the day. Should none arise (which has never happened before) than all are free to leave. Each race will give answer about issues within their society in as reasonably expeditious a manner as they can provide.
