The view the islanders have of the Storm Twins is different from the one on the mainland. This results in different ceremonies and meaning sto their actions.

Mainland view

The Storm Twins are siblings in eternal conflict. Their sibling rivalry causes them to compete and this causes the storm and heavy rains.

Islander view

The Storm Twins are in fact not twins, not even siblings but starcrossed lovers. The sea married the sky but they were forced to be eternally apart. The storms and rains are signs of their anger.
