Perseus Arm
Even before the people of Terra Prime developed Faster-Than-Light travel capabilities, they had observed evidence that they were not alone in the galaxy. When FTL became available, many thought that expeditions should seek out these neighbors who seemed to be among the stars nearer the galactic core.
But some feared what would happen when civilizations more advanced than theirs became aware of Terrans. A quick look through the history of Terran cultures - millenia of conquest and colonial exploitation - made it easy to envision unhappy outcomes for humanity. These thought it wiser to seek out regions of space that showed no obvious signs of civilization or intelligent life. There, they would settle so that when Terra Prime was inevitably overrun and conquered by more advanced races, Humanity would survive.
Instead of looking toward the core of the galaxy, they looked outward - away from any discerned signs of intelligent life. They looked to the stars of the Perseus Arm.
