The Elven Realms
The western portion of Percens consists of what is collectively known as The Elven Realms. While this portion of the world is dominated by The Court of the High Elves and The Elven Grove, realm of the woodland elves, a number of races make their home in this portion of the world.
The Court of the High Elves is the center of this region, spanning from the southern borders of The Great Forest to the northern borders of The Elven Grove, and from The Spine of the World in the east to the farmlands of the far west. The center of this realm is Dulac, the capital of The Court of High Elves, located on the shores of Faebrase Lake. Those that have seen the capital marvel about its crystal and ivory spires that apparently defy gravity to reach toward the stars despite their graceful and fragile appearance.
The High Elven King, Gaebrele Viene rules the Court, but does not act with complete autonomy, often relying on his large group of advisors and the rest of the Elven royalty when making decisions. Rumors abound of the intrigue that seemingly constantly engulfs The Court with coups common among the royal families as each vies for power and prestige in the King’s Court.
While the capital itself is dominated by High Elves, few of them actually live outside of the city, with the majority of the realm consisting primarily of humans, halflings, and gnomes who pay fealty to the King. In return for their taxes, the Court provides protection and infrastructure services to its people. This includes a strong military presence both in and outside the city with various magistrates enforcing the laws of the King throughout the realm.
The Elven Grove is the realm of the Woodland Elves, who guard their forest zealously and work constantly to keep outsiders from invading their lands. Outsiders who have business with the Elves head to Veilpas, the only portion of their realm that the Elves allow outsiders to visit. It is here where world leaders can have an audience with the Elven King, Sionne Brealan although it is rumored that the king only visits the city when needed and actually lives deep within the Grove in a hidden city only the Woodland Elves themselves have ever seen.
Very little is known of life within the Grove because of the Elves reluctance to trust outsiders. Even those elves who have left the Grove to seek their destiny in the outside world rarely speak of it once they leave, knowing that even should they choose to return, they may never be fully trusted by their kin again because of their exposure to the outside world and its people.
The remainder of this region, including The Great Forest, are considered free lands and house a wide array of people of all races. These lands tend to be quite rough, not having the might of an organized military or government to fall back upon. Thus the people who live here tend to be hardy and self-sufficient, doing whatever it takes to survive, especially in the depths of the forest. Because of this, The Great Forest also tends to be home of many nomadic bandits and highwaymen. Even the two free cities found in this region, Treeton on the south western edge of the forest, and Elitor on Emerald Bay in the south are considered rough and uncivilized when compared to most of the cities found elsewhere in Percens.
