The Imperial Confederation of Equal States
Structure
At the death of each Emperor, all member kingdoms cast votes for who the next Emperor should be, as well as who the new Lord Mayor of Voxport should be. The newly elected Emperor, is considered the Head of State for all member kingdoms, and may pass legislation effecting all members of the empire, if approved by the courts.
The Capital of the Empire, is always Voxport. However in practice, it is de facto the same as the capital of whichever king is elected emperor.
Public Agenda
To bring peace, justice, unity, and prosperity to all people.
Assets
The largest association in the world. Money is no object, and the imperial armed forces, while small compared to even the armed forces of some member kingdoms, are not to be trifled with.
Territories
The entirety of Albion is under Imperial control, as is much of Avalon, through the many viceroyalties and associate states.
Military
The Imperial Armed Forces are a professional army, of soldiers that are randomly conscripted from the armies of each member state.
Infrastructure
Infrastructure is all handled by each elector, on a Kingdom level. This is, except for the Emperor's Road, which connects the capitals of all kingdoms, and is paid for and paved by the Emperor. It is for public use of course.
