The Glowing City of Ge Vaslas

In the heart of a vast, sun-drenched desert, carved from the sandy rocks of the eastern desert, lies the city of Ge Vaslas, a marvel of Khajiit civilization and grandeur. Founded by one of the richest khajiit merchants of the 9th century: Dra’rhizla of the Shadya Clan. Her face, body and ego are forever immortalized by a massive 12 meter statue in the center plaza in solid gold and silver intertwined artistically, The statue is smiling slyly as it looks down with dark green emeralds towards travelers arriving at the center plaza with a hand held out as a greeting. On its plaque it says: “Dra’rhizla“ - “founder and patron goddess of Ge Vaslas” - “Lady luck got nothing on me”.

Demographics

Ge Vaslas is predominantly inhabited by Khajiit, with almost all races represented, although seeing a non-Khajiit resident is rare. This diverse population contributes to the city's unique cultural dynamics, with each community adding its own flavor to the city's overall character.

Government

The city is governed by the Grand Council, led by the eldest of the Shadya Clan, and the Octet Board, comprising leaders of each district. Ge Vaslas operates as a self-governed palatinate within the Khajiit Khanate. The city's trade is chaotic and unpredictable, with many goods controlled by hidden monopolies.

Respect the Statue of Dra’rhizla:

All visitors must show respect towards the statue of Dra’rhizla, the founder and patron goddess of Ge Vaslas. Defacing or dishonoring the statue is capital offence.
  This crime is enforced with an immediate death sentence.

 

Adherence to District Autonomy:

Each of the eight districts operates under its own set of rules and governance. Visitors are expected to adhere to the specific regulations and customs of each district they enter.

Prohibition of Violence:

Open acts of violence are forbidden within the city limits. Disputes must be settled through the city's legal channels or in designated areas for dueling and combat.
  Fine: 1000 gold plus varied compensation to the family of the deceased.

 

Trade and Commerce Regulation:

All trade and commercial activities must be conducted in accordance with city laws. Unauthorized trading, smuggling, or evasion of city tariffs is punishable by law.

Gambling and Games of Chance:

Cheating in games of chance is strictly forbidden.

Protection of the Un:

Killing an unemployed Unh is a punishable offense. Fine: 25 gold
 

Magic Use and property damage:

The use of magic within the city is regulated. Unauthorized or reckless use of magic, especially in public spaces, is prohibited to ensure the safety of all residents and visitors. Employed Unhs are seen as property.

Observance of Curfew and zone restriction:

A curfew is enforced in certain districts after designated hours. Residents and visitors must carry all relevant permits, failure to produce permits is a punishable offense.

Compliance with City Guards:

All visitors must comply with the requests and instructions of the city guards. Obstruction, deception, or aggression towards city guards will result in penalties.

  Visitors are encouraged to familiarize themselves with these laws to ensure a safe and enjoyable stay in Ge Vaslas. Ignorance of the laws is not considered a valid defense for transgressions.

  The Glory District (Controlled by Clan Tijara):
  Display of wealth is encouraged; modesty is frowned upon. Unemployed Uns are not allowed in this district. Fine for public disrespect towards nobility: 200 gold coins.
  Curfew: None.
  Notable Law: Any open acts of violence are forbidden within the district limits.

  The Shadow District (Controlled by Clan Sijuri): Discretion in all dealings is mandatory.
  Fine for espionage without a permit: 5000 gold coins.
  Curfew: Begins at midnight.
  Notable Law: Unauthorized trading, smuggling, or evasion of city tariffs is punishable by arrest and forced labor.

 

The Wrath District (Controlled by Clan Kazir):

Open combat is permitted in designated arenas only.
  Fine for unsanctioned violence: 300 gold coins.
  Curfew: None.
  Notable Law: The use of magic within the district is strictly regulated. Fine: 300 gold.

 

The Leisure District (Controlled by Clan Miraj):

Luxury and relaxation are prioritized; work is limited to necessary activities.
  Fine for causing disturbances or haste: 150 gold coins.
  Curfew: Begins at sunset.
  Notable Law: All visitors must comply with the requests and instructions of the district employees. Fine: 1000 and temporary banishment.

 

The Gambler’s District (Controlled by Clan Hazar):

Gambling is permitted 24/7; cheating is forbidden (enforced only if caught in the act).
  Fine for cheating in the Gambler’s District: 15.000 gold coins and a literal slap on the wrists.
  Curfew: None.
  Notable Law: Theft is punishable by banishment or death.

 

The Culinary District (Controlled by Clan Najim):

Excessive indulgence in food and drink is common.
  Fine for food theft or waste: 250 gold coins.
  Curfew: None.
  Notable Law: The use of magic in culinary preparation must adhere to strict safety standards. Necromancy and Veneficucy is punished with banishment.

 

The Red-Lantern District (Controlled by Clan Zahir):

Respect for consent and discretion is paramount.
  Fine for harassment or rudeness: 500-5000 gold coins.
  Curfew: None. Notable Law: Trade and commerce in pleasure services must follow a few but very strict laws regarding the use of blue magic and other mental manipulation.

 
 

The Shadya Family District (Controlled by Clan Shadya):

Trust is earned, never given.
  Fine for breach of confidentiality: 5000 gold coins and death.

    The city is a Indutrial center and tradehub for most of the Ansii Desert. The city's large Dynastical Caracan traders move a large volume of specialized wares and precious metals and gems to every civiliation on Pangea.  

    Public Services and Infrastructure:

      Ge Vaslas does not provide public services; residents are expected to forge their own paths to happiness. Every joy and luxury is available but comes at a price, reflecting the city's philosophy of self-reliance and the pursuit of personal success.

    Law Enforcement and Justice System:


      Each district employs magical sentry totems and its own guards to manage petty crime and prisoner handling. Serious matters are addressed by the Octet Board, while the Grand Council maintains order among districts and clans. The Common Roads between districts are relatively lawless, with minimal funding, corrupt law enforcement known as “The Common’s Magistrate.”

     

    Religious and Spiritual Practices:


      The primary religious practice is the Veneration of Azerothius the Coinwhisperer, the Jeweled owl loa of Coin, treasure, and luck.

    The city organizes an annual clergy pilgrimage for the Azar'raan. Worship of their Patron goddess Dra'rhizla Shadya, founder of Ge Vaslas is very common.

      A district of mystery and intrigue, it is known for its hidden alleys and unassuming façades. This area is a haven for those seeking discretion and privacy.

      Dominated by the sounds of hammering and machinery, this district is home to blacksmiths and artisans who craft weapons and armor, symbolizing the city's strength and resilience.

      Closest to the Central Plaza, this district is where magic and luxury converge. High-rise buildings offer enchanting views, and magical comforts are the norm.

      A whirlwind of excitement, this district is alive with casinos, betting halls, and arenas. It's a place where fortunes are made and dreams are chased.
      The Culinary District (Controlled by Clan Najim):

      Known for its exquisite cuisine, this district offers a sensory feast with its array of restaurants and bars, serving dishes and drinks from all corners of the world.

      The Red Lantern District (Controlled by Clan Zahir):

      A district dedicated to the celebration of love and pleasure. Romantic inns and establishments offer experiences for those seeking to indulge in life's sensual joys.
      The Shadya Family District (Controlled by Clan Shadya):
      Leader and de facto ruler of Ge veslas: Patriarch Qa’Marash Shadya
      The most private and exclusive district, where the ruling clan resides. This area is known for its secluded manors and an air of quiet but absolute authority.
          The “9th District” - The Undercity   Undercity Campaign: The Blight of the Damned
      The Undercity is a underground network of tunnels and caves from the previous cities Ge Vaslas was built upon. Many pale Unhs call the undercity home together with the rest of Ge Vaslas’ undesirables. Several thieves guilds and cults are located within the depths.

     

    Known Syndicates in the Undercity:

      The Unh Solidarity Mission - a group of passionate young clerics and druids have banded together to aid the Unh’s plight. Banished by every district in Ge Vaslas', the U.S.M. and its members were forced to move their operations to the Undercity. The U.S.M. is a collective with no leader, only a spokesperson. They will passionately try and recruit any new face to their cause. This is practically the government in the Undercity. They run the Undercity with all the work and none of the respect, funding or power other city administrators have.

      Guard Post 9 - A small group of city guards sent to keep order in the undercity. These guards are the disgraced or unwanted guards from the city above sent down here as punishment. These guards are highly ineffective and corrupt.

        Brotherhood of the Rat - the infamous thieves guilds that span most of the civilized world. The branch in Ge Vaslas is very heavily defended and members seem more tight-lipped than other cities. Some in the Undercity whisper that this is actually the main headquarters of the entire guild.

      The Broken Claw Company - A band of disgraced khajiit mercenaries have taken to light banditry and working with and for the Brotherhood of the Rat.

      Cult of the Burning Hate - a fringe sect that follows an unknown god called Sithrak the Blind Gibberer. Having been thrown out of every population center across Pangea. The Undercity of Ge Vaslas being the only place that seems to be able to tolerate them. Their god is a hateful and insane deity. Sithrak will apparently torture you in eternal hell fire regardless of whether you please him or not. Even his clergy is assured eternal damnation. The only god that will hate you unconditionally! The adherents to the cult are usually extremely eager to share the gospel of their god, often interrupting randomly to try and preach to anyone who might listen. The cultists wear red cone hooded robes and have red crosses painted across their eyes, together with a wooden staff topped with a skull with thick metal nails hammered into the eye sockets.

          A passage to the Underdark - a small crack in a wall deep in the undercity leads to the underdark.       The Common Roads: The Lifeline of Ge Vaslas Connecting the districts to the Center Plaza are the Common Roads, bustling with activity. These streets are lined with shops, small businesses, and residences, Here you can find the everyday life of the city's inhabitants.

    Assets

    Ge Vaslas is a powerful magical oasis. This means that a wide veriety plentiful of resources are available.

    Gems and Ores:
    Several large gold and silver mines aswell as more exotic minerals being found yearly.
    Several of these mines have branches where all kinds of gemstones nodes can be found.
    Noteable Local Flora and Fauna:
      Farsai (rare) - Small flowering cactus, locally used for an expensive liquor, known by the same name.

      The kilmatur (Very Rare) - Large cactus more than 6 feet tall. Its roots, which sink more than thirty feet underground to find water, give an oil that heals burns or any other damage caused by fire. The kilmatur also acts on the scars of these wounds, making them almost invisible after a short treatment of two weeks. Kilmatur oil restores 1d8 hit points lost from fire damage.

      Golden Desert Tree (extremely rare) - A rare desert tree whose sap is a vital ingredient in expensive perfumes and incense. Khajiit tales are full of cautionary tales of ‘lucky” khajiit that find these trees and then mysteriously disappear along with the tree.

      The native Fauna are dangerous and sparse.
      4 Noteable creatures:

      Excrementals (rare) - These elementals are occasionally created by the city's waste, usually dumped in the desert.

      Giant Scorpion (common) - Deadly with their claws and poisonous stinger, especially in groups.

      Murlax (uncommon) - Small cat-like creature covered in dull spines, feeding on rocks. Their excrement is an extremely potent fertilizer.

      Purple Worms (Very Rare) - West of the city is a known Purple Worm breeding ground is located but as the Worms Rarely ever surface they are deemed a non-threat.

      9. Arcana Mystica: Thalmar is in possession of a crystal that can reveal the city's deepest secrets.He only needs it to touch the golden statue with it. In his few failed attempts he narrowly avoided beheading by the guards each time. He needs help and is open for a price negotiation for getting it done. Owner: Thalmar (Independent)

      10. The Scented Garden: Liria is said to be experimenting with a potion that can cure a mysterious and rare illness suffered by the child of the rival Zara. She intends to force Zara to trade her entire shop “Sands of Time Jewelry” in exchange for the cure, driving her out of business. She just needs the final ingredient: A Purple Worm Egg.       11. Celestial Observatory: Kharjo has been studying a rare celestial alignment that might unlock a hidden path to power. Owner: Clan Miraj

      20. The Enchanted Garden: Elandra reveals she has a plant that blooms once every hundred years, granting a wish to the one who witnesses it. She doesn't have anyone she trusts enough to alert her when the flower blooms while she gets some rest, but she is desperate now as she hasn't slept for 4 days, watching the plant at all times.       21. The Golden Oasis Bank: Aziim, the owner, is rumored to possess a magical key that opens a portal to a hidden oasis near a large nest of Purple Worms. he offers passage for a fee. Owner: Aziim (Independent]

    Tourism

    The City Administration made a large scale effort to attract people to their city. it was decided that the most famous singer in Ge Vaslan history, Zhara J'anna, A song called "Swing into Ge Vaslas" was made and magically recorded and enchanted into tens of thousands small maps showing the general direction of Ge vaslas. A massive enchantment undertaking but also very effective, creating a massive boom in tourism in the late 15th century.

    Architecture

    The city is centered around a plaza with Dra’rhizla's statue, with eight districts radiating outward connected by the walled streets of the Common Roads. The layout, with wide avenues and branching alleys, facilitates navigation and connects the city.   Each of the District have their own distinct architecture, with tall buildings and spires being a common sights.

    The Common road is a mismatch of two to three story sandbrick buildings and shacks.
