The Whispers

Based around Moth infusions, the Whispers were once the spying and secret agent wing of the old Caracar Supplicancy. Towards the end of that empire, their power expanded as they infiltrated the other institutions of the city itself. They were involved in Caracar's fall. Over the time after the fall, the Whispers became an international criminal/mercantile entity with agents and involvements all over the continent and beyond. Their HQ is in the old city district of New Caracar , on the former creature's head, repurposing the old imperial capital. Though they have no formal place in the leadership of the city, their much broader influence gives them a tense relationship with the locals.   Whispers send messages hidden in peoples' minds (or more rarely, in animals), retrieved by another adept or using a key-phrase or other pre-determined sensation.   Abilities (none have all):  
  • Scattering dust that can induce selective amnesia, bind a tongue, knock unconscious or even kill
  • ability to command flying moths as mounts

Structure

The internal structure is complex and secretive, and who is in charge is a mystery even to quite senior members. New initiates are gradually given an increased infusion of moth essence over time to enhance their abilities, through a series of secret rites and demonstrations of loyalty.   The high keeper, the leader of the whispers, may or may not be the same figure after all these thousands of years. some believe that they an ancient Mattihan noble.

Public Agenda

unknown. the Whispers may or may not have a grand and sinister scheme, but at any rate they are certainly intent on gaining influence over every nation and organisation that they are in contact with.

Foreign Relations

the Whispers largely control the Temfep faith, and have a large measure of influence over the Mercantile Board of Errezo. their criminal enterprises span the entirety of Caracar and beyond.   they are opposed to many of the adventurers directly, for instance Hahemir in green, Tasmis The Sea-Reaver, Caziyel Firesight and Borathon, tarnished knight. The Wax Mystics are one of the few organisations that elude the infiltration of The Whispers, but are too valuable to destroy.   Enemies of the whispers, and why:
