Nalkeli

State capital of Arall, Nalkeli is a relatively new city, with its street layout and major buildings all less than two hundred years old. It is an important harbour and trading town, where goods from the rest of the largely rural state arrive to either be loaded onto ships, or onto caravans to travel along the Imperial Highway.

Government

Nalkeli is technically ruled directly by the Elector Lord of Arall, from the castle known locally as 'The Citadel', but in practice civic authority is wielded by the Town Forum. The Town Forum is a collection of the city's wealthiest individuals, ensure that order is maintained in the town, the streets are kept clear, and tolls and taxes collected. The Town Forum also appoints the head of the Watch, who keep the peace in the town, which given the mercantile nature of the town and its transitory population, is often required.
The head of the Town Forum, the Mayor, is selected by vote by the Forum, and is responsible for acting as liaison between the Forum and the Elector Lord, and acting as a general representative for the town at official events.
