Under Archdeacon Mortimer Sandglass's doctrine, being brought back from the dead, whether as a ghoul or ressurected properly, incurs the death penalty - righting the Moon's having taken them to begin with. Bringing someone back from the dead does not incur the death penalty because choosing who lives and who dies is the Moon's decision, but it does lead to life imprisonment, because they cannot risk them doing the ressurecting again.
