Personal history
When Kae was scared of the sea Saruobi created everywhere, he called upon the Samzari. At the time it wasn't Samzari but the land itself. Samzari woke up to help and serve as manifestation.
Samzari created high mountains to serve as shield against water and elevated earth so that there are places the water can't reach ever. Except rain, but this was in the hands of Kae.
Samzari always hated Fuzaku as he saw her as pure chaos and destroyer. This is why he created few meters below the land rock-hard stone, that can't be harmed by fire.
When Fuzaku was imprisoned in the campfire, he let her breathe under one condition - Fuzaku will give him the control over stone-fire, also known as lava.
