Lousiana Territory

First established during the Louisiana Purchase, the Louisiana territory lies smack-dab in the middle of North America. It is unique among North American territories in that it has a mix of European and American leadership. Her philosophy of ‘well they’re here now, we might as well try to cohabitate’ is not very popular with surrounding European or American courts. This is one of the most contentious territories, with constant wars at its borders.

Structure

The Louisiana Territory is led by Betsy and Hé Cha Waktà Aphé Wakpá. It is split by a grid into prefectures, each led by a prefect who answers to the High Louisianan Court. Scouts gather information about the goings-on within the territory, and also act as a liaison between the court and the people. Enforcers enforce the laws of the land.

Public Agenda

The Louisiana Territory seeks to maintain order among the vampires living in it by minimizing conflict between different groups of vampires, as well as conflict with outsider groups like Weres and the MKA. They also offer protection and other services to Louisianans.

History

Before the European Invasion, the area that would become the Louisiana Territory had no organized leadership; many clans of American vampires roamed the lands, managing their own territories as they saw fit. When the spaniards invaded, many of the clans decided to unify against a common enemy. Then the french gained control over the land, decided it was more trouble than it was worth, and sold it to the United States in the Louisiana Purchase. Betsy saw Thomas and Clark's peaceful expedition with the American humans, and decided to do just that within vampire society. It was surprisingly successful.

Demography and Population

Most vampires living in the Louisiana territory are either spanish or french, although most of the elder vampires are American. Many english-speaking Euroamerican vampires also live there.

Foreign Relations

Both American and European vampires see the Louisiana territory as a traitor to their own kind, although Europeans less so.

Education

Nightsong classes are readily available to young vampires who need them. Night universities are also found in major cities within the territory, with both mundane and occult classes. Occult classes are taught by INSSO professors. Do note that outside of INSSO classes, the masquerade is to be maintained.

Infrastructure

Scattered across the Louisiana Territory are 'undergrounds', clusters of vampire businesses which are run without US government knowledge. Some of them are partially or underground, but most are simply hiding behind a front. Almost every underground contains:
  • A court office, housing a prefect, some scouts, and enforcers. Nightsong classes are also held here.
  • a blood bank, possibly selling blood "donors" alongside bagged blood
  • a market specializing in vampire needs
  • a vulkod tailor
  • a historical tailor
  • a medical office
Bigger undergrounds also contain arenas for various forms of entertainment, typically sports or duels. Theater plays or other public performances are also conducted here. Exotic pet shops also tend to be found in bigger undergrounds.
