The Mattersen Doctrine outlines a strategy to preserve Utopia Pacification Forces military forces at the cost of abandoning civilian targets. It emphasizes the cost of munitions and manpower wasted defending Desemshia while meeting repeated failures on the offensive front. According to this documents these forces would be better used to reinforce the offensive efforts. However it concedes the necessity of maintaining defensive forces around dome cities.
