Coastal Guild Authority
This is the formal name for the governing committee in overall control of the Coastal Safe Zone. The two are often used interchangeably.
It takes a more more pro-active stance than its equivalents in other safe zones, seeking to grow and become more secure through planned expansion and tightly-controlled administration. As far as it is concerned, the most important aspect of humanoid civilisation is the the development of martial strength and magical power. It is through those virtues that monsters will be kept at bay, and safe territory enlarged. It is also known to give the adventurers working for its Guilds less leeway in choosing their quests.
Structure
The centralised authority is in nominal charge of all local Adventurers' Guilds within the Coastal Safe Zone. Its membership is drawn from senior members of the those Guilds, but as membership is by appointment only those adventurers deemed to have the correct mind-set are selected. Although there is no formal rank structure inside the committee, in practice those that have held seats the longest tend to command the most respect and deference.
Public Agenda
Local matters are generally left to the discretion of local Guilds, but the Authority takes specific responsibility to expanding the territory of the Coastal Safe Zone. To this end it has encouraged a systematic approach to claiming Terra Hostili, by means of boundary markers and organised patrols.
Assets
Committee members are expected to make their personal assets available for Authority purposes. While there is no centralisation of assets as such, the members are senior adventurers with considerable resources to draw on. In theory, it can commandeer the property of any local Guild within the Coastal Safe Zone but it tries to avoid that as much as possible, for fear of undermining its support amongst the autonomous Guilds.
History
This specific name 'Coastal Guild Authority' started to be used around 210AF, although the committee or something equivalent to it has been in existence since antiquity. It has managed the expansion of the Coastal Safe Zone in an effective manner. At the fall of the former Western Safe Zone, it was barley a quarter of the size of the Central Safe Zone, but it now almost as large.
When it became possible to connect the two, The Coastal Guild Authority had planned to reach Victory Bridge well ahead of its rivals, and annex the settlement. This would have been a dramatic demonstration of the superiority of its approach to expansion. A concerted effort by freelance adventurers from the Central Safe Zone scuppered that plan, however, leaving the Authority unable to fulfil its boasts. The Coastal Safe Zone has since grown to abut the town.
