Blinding Powder

What looks like a jar of coarse, brown sand is actually an enchanted powder that is magically drawn to a person's eyes. It sticks in them and imposes the Blinded Debuff until the powder is washed away or other magic clears it away.
The powder is used by removing the stopper and flinging the contents towards someone's face. The magic does the rest.
