Waukan, The Eleventh

Waukan, The Eleventh was the former capital of the Waukan Empire. Allowed to keep nothing but its name after the war, Waukan is among the poorest nations of the Dawn Empire with many of its citizens living in squalor. Waukan is a rough place to live, left as a warning to the other duchies as to what happens when the Dawn Empire is resisted too hard.
