Thieves Guild 1610s

This is the condition of organized crime in the city of Waynesburg ca 1616, though it will cover material from the whole decade.   Collect the bosses for now:
  • Shuttleworth - in the City, the top boss, whatever that is worth
  • Hotchkiss - northeast quarter, big gambling houses
  • Jasper entertainment, women, etc in the city, etc
  • Carter - southern Quarter
  • Pendleton - northwest quarter
  • Calvin - Northbridge [also probably a dwarf, and maybe the remnants of the Family]
  • Jonas - southbridge
  • Donato = outside the wall
  • Fyodor and Vladimir - Southbridge
  • Lonsdale, Jonas, Otto - also southbridge
  • Donato outside the walls
  • Euville - Peterborough: most traditional thief
  • Innes
  • Mrs Clancy
  • Challot - still top boss on The Hill
  • Structure

    The wars of the 1590s destroyed the old thieves' guild structure, but the one that rose up in its aftermath was built on roughly the same organization, though the balance of power was different. Previously, power tended to flow down, from the overboss in the City; now, most of the power rests int he hands of the local bosses, with someone above them as a kind of facilitator. Areas have bosses: these groups tend to be rather conventional gangs, with a boss, underbosses, lieutenants and so on, down to the thugs on the street. They balance each other, though they are not equal. The bosses form councils to try to keep from going to wear - all fo them are afraid of war, since most are survivors of the wars that left the guild a ruin.

    Public Agenda

    They have a strange public persona, being at once obviously criminal enterprises, but trying to present themselves as community advocacy groups (for lack of a better term.) They offer protection for their extortion, and this is not just ironic - they meant it. They see protecting the weak as part of their mission - they see themselves almost as paid policemen. This is different from the earlier versions of the guild, which were plain tyrants.

    They control much of the vice in the city, as well as docks, crime and so on. They make a killing.
